Mission

Diane Botelho is a scientist, executive leader, and expert in laboratory data interpretation with more than two decades of experience advancing scientific excellence in Canada.

 

She is the Founder of Botelho Scientific, bringing a rare combination of deep technical expertise, regulatory knowledge, and strategic leadership to organizations that require independent, defensible scientific analysis. 

Diane currently serves as Chief Executive Officer of the Research and Productivity Council (RPC), where she oversees strategic direction, operational management, and a multidisciplinary team of 140 scientists, engineers, and professionals.

 

Previously, as Chief Science Officer, she led major scientific divisions including Chemistry, Bioscience, Research, and Quality, representing 75% of the organization’s operations. Her leadership includes experimental design and scientific leadership, securing funding, building industry partnerships and guiding research programs.

Her scientific background spans bioanalytical chemistry, air, soil and water science, scientific method development and validation, quality management systems, and biological safety.

 

She is a Professional Chemist, a Registered Biological Safety Officer, and a Responsible Authority for federal licenses with the Public Health Agency of Canada, Health Canada, and the Canadian Food Inspection Agency.

 

She also serves as a Board Member for Genome Atlantic, a Technical Member of the CSA Z180 Committee, and an Adjunct Professor in Chemistry at the University of New Brunswick. 

Diane’s work has been recognized through numerous national and provincial awards, including the New Brunswick Bioscience Achievement Award and multiple NSERC research scholarships. She is known for her ability to translate complex scientific data into clear, actionable insights for government, industry, and legal contexts. 

As a scientist, mother, executive leader and a certified Highland dance instructor, Diane brings a unique blend of analytical precision, creativity, collaboration and community leadership.

 

She founded Botelho Scientific to provide organizations with independent, high‑integrity scientific expertise grounded in rigorous methodology, transparent communication, and a commitment to truth.
